The UK is entering a transformative period for its energy system with the launch of the Clean Power Action Plan. Designed to improve energy security, stabilise costs, and drive economic growth, the plan sets out ambitious reforms aimed at achieving a clean power system by 2030.
A Milestone in Energy Reform
Energy Secretary Ed Miliband has outlined a comprehensive strategy that seeks to modernise the UK’s energy infrastructure. The independent National Energy System Operator (NESO) has confirmed that a clean power system by 2030 is both feasible and beneficial, offering increased security and the potential for lower electricity costs.
For years, challenges such as planning bottlenecks and grid connection delays have hindered the progress of clean energy projects. The new plan aims to address these issues by prioritising critical projects, reforming the grid connection process, and streamlining planning approvals for energy infrastructure.

The Clean Power Action Plan introduces several initiatives to accelerate the transition to a more efficient energy system:
Reforming the Grid Connection Process: The plan proposes an overhaul of the ‘first-come, first-served’ system, ensuring that critical projects receive priority and enabling faster deployment of clean energy sources.
Planning Reforms: Decision-making for energy infrastructure will be accelerated by updating National Policy Statements and integrating large onshore wind farms into the Nationally Significant Infrastructure Project (NSIP) regime in England.
Expanding Renewable Energy Auctions: Changes will allow funding agreements before planning permissions are finalised, reducing delays and bringing projects online more swiftly.
Investment in Clean Energy Supply Chains: New incentives aim to support domestic supply chains, ensuring that the transition to clean power creates high-quality jobs across the country.
Consumer Benefits: Households will have greater access to lower energy tariffs, including incentives for using electricity at off-peak times.
Economic and Energy Security Benefits
The reforms are expected to unlock £40 billion annually in private investment, generating new jobs in engineering, manufacturing, and infrastructure development. Additionally, reducing reliance on international fossil fuel markets aims to enhance national energy security, a concern underscored by recent global energy price fluctuations.
The plan builds on recent progress, including the approval of the UK’s first Carbon Capture project in Teesside and new investments in offshore wind projects. Industry leaders have expressed support for the measures, recognising the potential for increased investment and efficiency improvements in the energy sector.
